Can Dependent Kids in Philippines Visit Canada (Filipina Spouse has PR)

The story here is that I am the Canadian husband who successfully sponsored his Filipina wife to Canada. She has a permanent residence and job here in Canada now. But she had 2 kids from a previous relationship that have been left back in the Philippines. The reason for this is that we thought it would be better if we got situated a little more here in Canada and saved some money while living at my parents for a while, so we could afford a down payment on a house for the kids.

But now with this COVID stuff and China tensions or what not things are looking a little more dicey every day. Now we do have signed document from the former spouse saying that he's OK with the kids immigrating to Canada and we are working on their application.

But is there any chance we can get them over here in Canada for a while. The wifes sister is taking care of them and we are sending them money, which is helping them out a lot but this is a difficult situation with the COVID and all and being separated on other sides of the world and all. I seek to normalize the situation as much as possible and don't see why there would be a problem... it's not like the kids are going to flee or anything.

The kids need TRVs to travel to Canada.

Think we will be successful?

It says TRV can be done in 44 days, versus 11 months for permanent residence

Might be risky to wait the 11 months

Thanks!
Honestly, chances are lower. With their mother being a PR, they won't be seen as genuine visitors, as it will be expected that they are coming to live here. You can certainly apply but you should not be delaying the sponsorship app. Get it submitted ASAP, especially since all apps are delayed due to the pandemic.

Personal experience. We applied for a TRV for our children 3 times, all rejected. We just could not overcome the fact that they are dependent on us. Both have a good travel history (Europe, US, Australia and Japan). Both were intent on completing uni in the Philippines which is why we did not start a sponsorship right away. Both have properties in their names since BEFORE I immigrated here. We started their sponsorship app, even if they still did not want to immigrate in November 2019, they received COPR in March. They are still not able to travel, we keep trying to get that exemption letter but are told their travel is non-essential.

The chances of approval for the TRVs are probably low - but certainly no harm in trying. Might as well apply. They may get luckly.
