Jamaica boyfriend wanting to come to Canada

I have posted in here before and we thought we had everything figured out for this year when he would come back to work, however now with all the covid 19 stuff going on he wasn't able to come back this year to work. So now we are wondering what we can do, he is under the impression that if he doesn't come on the work program for a year then he would be able to get a visitors visa and be able to come that way next year, is this at all true?

What do you mean exactly by "work program"?

You can certainly try to get a TRV. It’s unclear what your end goal is. If you want to sponsor him you can get married in a Jamaica and sponsor him.
Our end goal is definitely to get married but we wanted to do that in canada, our original plan was he would come this year on the work visa, we would get married file a owp and a spousal visa at the same time then once his owp was approved he could leave the farm and we could live together, we already have another job lined up for him once this was all to be done.

If he has been to Canada on a work permit before, then I think a TRV should be doable. When he applies, he will want to show that he has strong ties to his home country (e.g. employment, property, assets). He should not mention that he is coming here to get married and stay long term.

Note that Canada has a travel ban in place right now until June 30th. If he gets an approved TRV, he will not be able to travel here until after the ban is lifted. Right now that would be July but of course that could change.

Having met many Jamaican and Mexican migrant farm workers most have no employment at home and live off their salary from their time in Canada. That is why I have concerns that TRV May be denied. The fact that he also won’t be leaving behind a partner or child would be the other issue. Does he have decent savings? Over 10k? Most don’t have much savings left after supporting their extended family for half a year until they return to Canada. Definitely worth a try though.

If a work permit was previously approved and used, and the person returned home - this is a positive travel history as it relates to a TRV application.
