Seems like the pattern is only PNP and CEC.

PnP because they’ve expiry dates on their certificates so IRCC would need to process them asap.

CEC because they’re easier to process & most of them are inlands so they won’t have to deal with travel restrictions.

The only overseas candidates to be invited since last July have been invited through a strategic initiative. If you are invited through a strategic initiative you get an extra 500 points and you don't need any other connection to Manitoba.
Well. This is a news to me. Guess I am not strategically important to Manitoba. XD

Canada have imposed non movement to people who have COPR and are even inside Canada.
Any travel to port of entry will not be considered an essential journey, and anyone reaching there will not be entertained.

Strategic initiative as in you've got some kinda connection already to the province?

I was confused because @Pyruvate1 said "friend just got ITA now and she has no education or stayed in Manitoba before". How is that possible?

Same here. Adds to more confusion. How does their friend have a strategic importance. Maybe a degree in medicine, or something like that?

There may not be a pattern yet, but there appears to possibly be a trend of not having FSW draws. That's the pattern people are concerned will develop.
Well I like to differ with you in this regard, 3 to 4 draws can be normality but after that this thing will start getting highlighted at higher level. Do you expect that FSW with 480 in pool is waiting and CEC with 420 (lets say) is getting invite, let's say, in 2 months time and no one will notice this contradiction. Obviously, It is IRCC call but sanity should prevail at some level. If you are extending the timeline for documents submission, then what's the point of stopping FSW draw (even after certain limit). Give them the chance as well. They are not gonna come to Canada before 8 to 9 months at least anyway.

Further I thing, the world's economies will start operating at partial level in 1 month's time. And if this happens (Ameen to that), IRCC will resume its operations as well. Further, IELTS is hold up till April 2020 end. Let's see, how the move forward. May be they will start conducted testing with social distancing, putting more pressure on IRCC not to halt FSW category

The difficulties will be reflected but not now, these are merely candidates who managed to increase their score prior to the pandemic restrictions or new applicants who were waiting for WES to finish their equivalencies. Wait for the pandemic effect to kick in, at least a month and a half.
I agree with you partially. As per IELTS website, testing is held till April end. Once this resumes, CBT will start generating results in 4 5 business days, and you never know.

You are right, so I believe if its a normal draw that includes FSW, it will be in the range of 471-472. Sad...
Firstly, as far as they are conducting draws, this is general win win for all. What if there were no draws, it is in no one benefit. So may be today my neighbour will benefit, tomorrow will be my turn.

Analysing critically, if CEC start falling below 460 etc, it is hurt FSW with 470 and above as they start feeling it more than ever.

Let's hope IRCC surprises everyone with general next draw

The friend got federal ITA today after being nominated by Manitoba last week
But how did they get Manitoba nomination without having connections to the province?
