Doesn't that just mean they could be having a combined PNP and CEC draw every 2 weeks? Doesn't mean FSW stands a chance anymore.

Having a CEC draw only once in 5 years does not indicate a pattern. Be optimistic and hopeful. They will draw FSW.

FSW draws on hold as priority is being given to CEC & PNP applicants.

We should not be too hopeful about FSW draws in the near future. IRCC is correct when it says EE draws are continuing as normal.
FSW aspirants will keep applying and GC will make money on every application. The aim is to get the best possible talent so even if the influx is high IRCC will increase the CRS cut-off to get applicants with higher scores.

Having said this i do hope i am terribly wrong.

I hope you are wrong too, cause that means I'll have to get new documents. Pay for new versions of expiring docs.

I saw this news and i feel there is a bit of comfort and maybe some negative speculations..

1. could it be that the country needs more money and they have increased the fee to achieve that. Also does this mean that the draws will continue to 2022?
2. Could it be that the whole immigration program is wrapping up and they just intend to max out on their income before it gets to a final halt

1. No, this isn't about the country needing more money. Fees have not increased substantially increased in years. The current fees do not cover the costs to process applications. Only 35% of the costs to process files are covered by fees paid by applicants. The other 65% of the cost is covered by Canadian taxpayers. In other words, taxes paid by Canadians is what covers the majority of the costs to process PR applications. Once you are a PR, it will be the same for you. Some of the taxes you pay each year for the rest of your life in Canada will go towards paying for the processing of immigration applications. IRCC is looking to reduce the burden to the Canadian taxpayer and increase the % covered by those applying to immigrate. The increases still will not cover the total cost to process applications and Canadian taxpayers will still be funding part of the processing of each application - but it will be a reduced amount. Immigration is not a funding priority for most Canadians. Most Canadians would prefer their taxes be going to support more / better health care or education or employment programs. Also, this is an election year in Canada, so this may be one of the reasons the government is making this change.

Did you also read the close relatives part?

A close relative in Manitoba fetches you a good 200 points I think. I, for one, without any link to Canada, have a score of 460 in MPNP profile. Add a close blood relative, and boom, 660. Education or not, here I come. The last draw for Manitoba was around 700, and I still wouldn't stand a chance.
Just checked, skilled workers overseas cutoff is 742 in today's draw. While skilled. workers in Manitoba, 500.

I am a little confused with the number if ITAs (606) issued in the latest pnp draw. It says the cutoff is 698 with tie breaking rule on Dec, 18, 2019 I assume. But in the pool, as of April 5th 2020, there are only 479 candidates above score 600. How are they issuing 606 ITAs? What am I missing?

Existing candidates probably got the nomination letter after April 5th. That's why you see 606 ITAs. This means about 127 candidates got bumped up from under 600 to 600+ within 4 days.

According to me, the skilled workers overseas come from an education in Manitoba, blood relatives in Manitoba, and most probably a previous work experience in Manitoba, and who are now working somewhere else and want to go back to Manitoba with PNP, as they'll have a good score to boast of. Otherwise, 700+ is really difficult.

PNP+CEC will be the new norm until end of coronavirus. As heart-broken as I'm as a FSW candidate, I'm planning to only check back in this forum for the general draw after a few weeks. so sad

The only overseas candidates to be invited since last July have been invited through a strategic initiative. If you are invited through a strategic initiative you get an extra 500 points and you don't need any other connection to Manitoba.
