Hi, i am a temporary worker, with implied status. I had to move out of country to my home country, as my work place is shut down due to covid, i work in a dental clinic. Am I eligible to apply for cerb ? Or only for people residing in canada ?

Is the definition of 'residing in Canada' mean that you must be physically present in Canada or that you must be permanent resident / tax resident?
Full details haven't been released yet - so difficult to say. Based on how it's being interpreted by lawyers, etc. - it seems it means physically living in Canada.
The money is not just to help people pay their bills but to help prop up the Canadian economy, i.e. it is money to be spent IN Canada.
I’d probably investigate to see if your country has any benefits for their residents during this time if you’re not present in Canada
If a Permanent Resident has earned more than $5,000 in 2019. However that individual did NOT work in 2020 as he was out of Canada as he got married. He returned to Canada 2 weeks before 14 March 2020 and was actively seeking for a full-time opportunity and then due to the COVID-19 situation, since almost everything got locked down and he is jobless and looking for work since then. Is this individual eligible for the CERB ? Because the statement says that “ If you are looking for a job but haven’t stopped working because of COVID-19, you are not eligible for the Benefit. “ What about someone, who is looking for a job and is unable to work due to the industrial economical crisis as result of lockdown as well as due to the health risk factor & have earned $5000 as well in 2019 ?

If looking for a job was part of the conditions of applying , they’d have put that in the link
They didn’t.
Adding when people apply for this they are declaring they lost their job due to covid. The employer would have issued a ROE indicating shortage of work for their job loss . So, when compliance is looked at later on, and if individuals received this money when not eligible , enforcement could then be in the cards
“The Benefit is only available to individuals who stopped work as a result of reasons related to COVID-19. If you are looking for a job but haven’t stopped working because of COVID-19, you are not eligible for the Benefit.”

Based on the information available so far, that individual would not be eligible for CERB. To be eligible, you must have lost your job due to COVID-19.
Thank you clarifying ! However, if a person is receiving the benefit of CERB , can he/she sponsor spouse ?
