How to start to file spouse sponsorship

The refusal ratio varies. Summertime hundreds of ESL students come to Calgary to study English.
Can I show the funds that I will support her?
And thousands and thousands are refused. Search this forum. ESL students are usually not approved.

You can show the funds but that is a big negative because it shows she doesn't have her own money AND she has a relationship with a Canadian, so less ties to her own country.

Also guys, do you know if outland spouse applicant can apply for visa either touristic or maybe study permit?

You can try for anyone you feel you qualify for. Doesn't make sense to try for all choose a route that makes the most sense to your situation.
I am just thinking over the options..

Let's say I file outland spouse application and then get her to apply for the English language program then apply for visa explaining to the officer that I applied to an outland spouse and meanwhile she will attend the English language course which I will be paying. Is that a good plan?

When I file outland spouse application the intention is to bring her to Canada so that she lives with me. In the visa application as a student, I will mention that outland spouse application number so that it will be clear to the officer the general intention is to unite the family

I think you've been told the same thing several times, but tourist and student visas are issued to allow people to visit and study in Canada; that's their purpose, not to reunite families. The chance of refusal is relatively high.

But you can certainly apply for the tourist or student visa. The worst that will happen is it will get refused.

A potentially important note: you still will have to demonstrate for the PR application the bona fides of the relationship, and also your intent to return to Canada (if you're returning as soon as you can they may be understanding given the covid 19 travel issue).

You may wish to concentrate on and spend some time on that. In the long run, your ability to 'reunite' without long delays may depend more on getting that done right than spending time on the student visa plan. There is plenty here in various threads about how to document a bona fide relationship (which may depend somewhat on country of origin).

if she will get a student visa and comes to Canada and we go to the registry and marry in Canada then bona fide relationship will be known to the officer since we will live together.. no? I have pictures and will have marriage certificate from Canada

You are assuming that you get the student visa to start with, and you may not.

For the rest: marriages of convenience are a real thing and they look for such (non bona fide) relationships. Read the threads here, do research, and most importantly look through the application forms for family/spousal sponsorship. It's considerably more demanding - both in the forms and documentation and in terms of what they are looking for - than "hey this is my girlfriend who I married, here's my marriage certificate."

why not? any person who meets the requirements can get a student visa and study in Canada.

Don't get me wrong, perhaps it will all go very easily for you, and I hope it does. But it is absolutely not so easy as "here's my marriage certificate, let me in." The burden of proof is mostly on the applicant.

No - not a good plan. Study permit is pretty much guaranteed to be refused. IRCC isn't stupid and knows your primary motive is to bring her to Canada.

The problem is that your plan hinges on a first step - getting the student visa - that may likely get refused. Therefore, not much of a plan.

I suggest you start by looking at the application package for spouses. Pay careful attention to what they require in terms of documentation of your relationship.

Again, if you want to apply for the student visa first, it's up to you. But it may be a waste of time and effort that could be applied to getting the outland PR application ready. (Note that most of the application package for outland is the same as what you'd need for inland, so preparing that won't be wasted time)
