Hi - I'm afraid I really don't know. The PPR email had primary office as CPC - Ottawa written, while the passport was send to New Delhi, since I am an Indian citizen.
Sent it on March March 07 ,2020 and got delivered to the mail box on March 16,2020, but I have picked it on March 20,2020

Received/delivered on March 16,2020 . However,with the pandemic and after a lot of confusion , I have picked it on March 20,2020.
So for your passport was sent to VFS in India? Then I believe it was sent to Delhi CPC not Ottawa. Ottawa is not dispatching or working in passports since last week

No, it is not sent to VFS India. Mine is Inland application in Canada , I have sent my passport using Canada Post Xpress Post to CPC Ottawa along with return Envelope as per the instructions provided in my PPR request .
My returned envelope got delivered on March 16,2020. But, I have picked it on March 20,2020.
Mine also same case, that my passports reached Ottawa on 16th March, but still waiting for pickup...they havent processes yet...because i could not see any tracking for reutrn envelop.

Usually it will take 5-7 business days ,and once the passport VISA Stamping is done in your passport. Th application Status will be changed to Approved .
at the end of the day Canada post agent will pick your envelope and makes an entry into the System .Then, you can start tracking your progress.
Thanks for the information, have you inquired about landing formalities in canada...are the boarder security offices are open to do the landing formalities?
