Maybe I am wrong, but pre-arrival services is not for people living outside Canada?(https://www.canada.ca/en/immigration-refugees-citizenship/services/new-immigrants/new-life-canada/pre-arrival-services/eligibility.html)Inland or outland everyone should receive prearrival.

If you applied to federal stage before 31st July 2018, then you will be exempt from biometrics as the law of biometrics came into effect after the said date. If so, the COVID-19 situation will delay the final decision.
We have had our medicals. Unfortunately, something was flagged on my husband's Xray which has been since been cleared by specialist, but I'm afraid that it delayed the process. Once immigration receives the clearance, it should be straightforward path to acceptance (I can't believe they will raised anything about travel history or police certificates at this late stage 89% complete) but the new requirement for biometrics could throw a spanner in the works. What has your experience been? When I look at the timelines shared in the last few weeks, there is no mention biometrics which gives me hope...

Argh! I applied on August 2nd 2108 so I guess I fall in the biometrics group! Is there anyone else who applied after 31st July who has had to give biometrics recently? Do you think they will issue PR without biometrics given the extraordinary situation? We all want to see our PR email a.s.a.p. However, there are rules we should abide to as per IRCC and the government of Canada. As such, it is best to be patient and watch out for the e-mails that you receive from them. I have done biometrics in March 2020, but not yet MR. I applied from Oct 2018. Biometrics are mandatory. You will receive the emails by calling IRCC.Argh! Really is only to get the CSQ faster, after that everything is the same. (permanent resident application)PEQ stands for Program d'experience quebecoise and it gives a privileged qnd faster access to become a citizen to those who are already living in quebec.
Congratulations!!Yes, it is only for the CSQ, which takes around 3 weeks. The federal step is the same as everybody else. Indeed we applied for the federal (after CSQ was approved) in September 2018, and it seems that the decision was made last week.
