Immediate Family under Visitor Visa

So much confusion, Trudueau mentioned family of citizen, transport minister mentioned family of citizen and PR. Online material doesn't clarify.
I am PR and hoping can have parents(on visitor visa) here. I have sent few emails to CBSA and Transport department etc. waiting on reply. Will update if i get any update.
Please update the reply you get here. I too have raised a query with IRCC and Transport Canada. Thanks.

unless parents have medical insurance that will cover covid 19 they really should reassess whether they should travel. Travel in general if you have elderly parents is not a great idea.

A close family member of a Canadian citizen or permanent resident is:
· the spouse or common-law partner;
· a dependent child; and
· the dependent child of the dependent child noted above.
From Canadian Border agency on Twitter. So parents dont apply.

It says immediate family of Citizen and PR as defined in subsection 2(1) of the Immigration and Refugee Protection Act . Trying to find subsection 2(1)
