Good morning sir,
I understand your frustration and i am sorry that your file was thrown out without getting processed. But, at least you got your CSQ and others as well who were victim of bill 9.
It's been 2 months of 2020 and how many people got processed by feds?
Isn't it true that admission Targets are reset to 0 each January and last time when i checked, quebec increased their quotas for 2020 and even ottawa as well.

I am starting to believe that CIC will throw our files without processing it. People including me are waiting for their file numbers since 8 months. And most of them are peq applicants. So, imagine after a year CIC tell us that your file won't be processed and your work permitsand csqs are about to expired???
Honestly, this thought doesn't let me sleep at night.
I got my CSQ after having to take one month off work and paying $3000 in intensive french courses, to go for the PEQ. It cost me a lot of money---I had to spend a lot of tie learning french, and also pay for a second CSQ application (PEQ). My first application was never refunded (and most victims of Bill 9 have never gotten their CSQ).

It's not true that quotas reset to 0 every January 1. They have every year a fixed quota. This year, the Quota is 41,500-44,000. CIC will not throw out the files. The thracker shows a lot of people getting their PPR year. Also it's the Canadian federal government (much more serious than the Quebec government). Second of all, there is no reason for doing so. BIll 9 had a political motivation, which was for the CAQ government to show that they were doing a new immigration system and that it was economic based (which mon projet quebec didn't achieve).

The delay in AOR is simply that there are signs that the federal government is changing the way it processes its files. There have been changes in medical exam processing timeline, and also in the pre-arrival services. So the government is simply changing the way it treats files. Don't worry about your AOR.

I've been waiting 7 months for my AOR, but I'm not worried. It will come soon.

Exactly, IRCC changed the way of processing Quebec applications.

For ex. Before, they were sending medical requests 4-5 months after the application. Now, they started to send MR at the last phase of the processing and they deliver PR within 1-3 months after the medical results sent.
Formerly, they were asking remedicals if they could not complete the processing within a year after medical results sent.
This is very good step because asking remedicals have caused extended processing times, more paperwork and waste of money.

I believe that their objective is to decrease processing times and their first target is to reach 15 - 17 months as it is announced on their website.
I, personally, expect a decrease in processing times anytime soon.

That's a great observation! And It will decrease to 15-17 months, likely, because the 2019 applications are going to be processed soon. As we all know, there were only ~15000 CSQs issues in 2019 for skilled workers (a decrease from the 22000 CSQs issued on 2018).

I really don't know how many CSQs issued during the year of 2019 but I can easily understand that application numbers are decreased when I check online forums.

As I recall, there is a IRCC or MIDI website which lists official number of CSQs issued per year, did you get this 15k number from there?
If yes, can you please share the official source of information?

Danke.

Thanks. Total 4 people
Thank you for reply sir!
Was there a progress bar showing percentage of completion on your tracking website? If so, at what percentage did you receive the MR or the PPR? It would be great help if you remember. My progress bar increases 1% per week which i think is slow. I wanted to know how accurate that wad in your case.
