Yes, you can reapply. If you need to be invited to apply via express entry you will still need the minimum CRS points.

no they cant reapply as they might still be a PR. not fulfilling residency obligation is not an automatic loss of PR status. you will lost it only if they find out or something triggers it like reapplying for PR card after expiry, then they will start an investigation and there is a long process to revoke the PR. i doubt the applicant lost the earlier PR status.

Well, OP said they lost it. So if they haven't lost it, then obviously they cannot reapply. But I'm reading what they wrote, not what I "doubt."

If PR has officially been revoked or renounced, then the person can apply again. If not, they need to renounce it first and then they can apply. Having PR in the past does not have any negative effect on subsequent application.

Hello friends,
I am writing to ask what happens if an applicant was granted PR and then lost it because they did not fulfill the residency requirements. Can the applicant reapply?

So far, I have only found this info on the CIC website:

This was my case. I had it as a teenager being a dependant in my dad's application.

Long story short, voluntarily renounced my PR status, study permit, then work permit, then PR again.

Yes, your PR status is not lost unless you renounce to it (which you will have to unless you can provide a good reason and apply to have your case assessed, which you probably won't want to do since it can be a lengthy process). Or unless after to appeal a decision is made and they decide this, most likely the case.
