Hello, Asking for friends: Husband and wife are PR, in Canada. He should be able to meet all Citizenship Requirements in 2021 (next year). Kids should have their citizenship soon. Eldest child is still under 18. The wife has severe health issues and will never be able to meet the Level 4 language requirements. Is there a 'compassionate grounds' exemption for language in situations like this? She dreams of having her citizenship.

Of course it matters what the health issues are. Conditions that have no effect on a person's ability to learn a language don't warrant an exemption.
