Hi, Today afternoon, I checked and linked my wife's application successfully. It states 4% complete (Application received).
It also states background check in progress. I have not yet received any mail related to AOR.

Wait for the AOR email. If you have rep or lawyer, they will get the AOR.

My application package was received on Jan 23. Today, I was able to link the application using my GcKey and status says application in under process. I haven't received any AOR yet. Is that normal ?

Fast but normal, it does show up in system before the AOR. Usually not long before but nothing to worry about if it takes, say, a week - might be sooner.
