Visa rejection then approval

Good day,

I was rejected a tourist visa with a certain country 8 years ago. However, after I got rejected, I applied again and I was granted visa (back then my country and the country I was applying had tensions and almost all visas were being rejected). Is this considered visa rejection and should I write it in the comments of the question where it says if I was rejected any visas or since I was granted visa, it does not consider a rejection?
Also, if I mention this, does it in any way affect my PR application negatively?

Please let me know

You still must reveal the visa rejection and explain. This will have no effect on your PR application for Canada.

You have to disclose this information and be honest about it. I believe this won't have a negative impact on your PR application
