Only i got is this confirming the transfer :

This message is being sent to confirm that the Application for Permanent Residence for your relative(s) has been forwarded to the visa office in Mexico for further processing

Provincial Requirements for Residents of Québec

As a reminder, if you are a resident of the province of Québec, you must submit an undertaking application to the Provincial Government. To download the required forms, please consult the Ministère de l'immigration, de la diversité et de l'inclusion (MIDI) website at www.immigration-quebec.gouv.qc.ca (Sponsors and Sponsored Persons section). Complete the required forms and promptly submit them to the MIDI at the address provided in the provincial guide. Do not submit any of the MIDI forms to this office as they will only be returned to you.

got the same letter on March 30th but they were saying you will be notified when we transfer the application to the Visa Office.

This refers to the Application to Sponsor a Member of the Family Class you submitted to this office on behalf of XXXXX-XXXX-XXXXX-XXXXXX and family (if applicable).

We are pleased to inform that you have met the federal eligibility requirements as a sponsor.

The Application for Permanent Residence for your relative(s) will be sent to a visa office for processing. The visa office will be selected based on your relative’s home address and the requirements of the Immigration and Refugee Protection Act. A confirmation letter will be sent to you once the application is sent to the visa office, informing you of the visa office selected. This confirmation letter will also provide you with instructions on how to submit an undertaking application to the Provincial government.

Patvitco, mine too its a quebec case but I already have my CSQ last june 2019. It took almost 3 months to get it coz they have to return it for some corrections. Since then I have no news about my application. Its ok if i will go over a year, but I do hope not to do the medical again. It would be frustrating that some have a PPR already and I dont lol.

it's just really random...saw some ppl getitng PPR right away on first day of entry from March 2019... is just none sense

Morning it's not bothering , everyone try to know what's going on.

I am Canadian citizen too
Who knows... went 7th times there overall , we got married in Sept 2018 , and applied in feb 2019 (time to gather infos,prepare forms and all) so is now a year and half and we talk everyday so....

i'm arriving from there , passed a week at holidays Dec 26th to Jan 2nd so.

If i knew... my 12 months is finishing on Feburary 2020 too and we are still at Mexico VO.

So my only hypothesis is they totally lack of staff to be on time , then when you get lucky you pass fast... when you aren't is longer... depending of the agent pace of work.
