As long as they aren't on social assistance they can sponsor them for PR.

okay thanks.now what of if the person get income from somewhere else eg rents an small business?

Yes that is fine. They will have to show that they can support their family without going on social assistance. They should have tax records from rental income and salary paid out to them from their small business and savings accounts.

Given your comments in your other post, you are probably criminally inadmissible and spousal sponsorship would be rejected.

what do you mean?

You said you were involved in a criminal case. Has it be finalized and what have you been charged with? Asylum and other applicants who want to come to Canada for various reasons can not have certain criminal convictions. Some can apply for rehabilitation.
