You would soon get an email to confirmed if your file has been transferred. That letter would state their reasons for transfer. It could either be further assessment in that case expect the local office to contact you which sometimes take long time depending on your personal circumstances or it could be a landing interview. You must order your notes and wait for your letter to know what to do.
Please what is “note”?

My file also transferred to the local office for further processing. I take its not a good sign....
Generally this means IRCC has concerns about the relationship. There's a good chance an interview for the applicant will be required. I would collect additional and more current proof to support that your relationship is genuine.

When we say 'local' office - is this the local office to PA (respective country's visa office) or local office of Sponsor (eg Missag. Canada)

This individual applied inland - so local office means Etobicoke, etc.

Gotcha.
But in case of Outland, when its sent to Missag for its next processing (and not local VO in terms of PA visa office), does that statement of "Generally this means IRCC has concerns..." still hold true?
