IRCC had confirmed in a tweet, applicant should meet the eligibility when submit the profile. You have 60 days time after ITA and if your eligibility meet before 60 days, then you can go ahead with profile submission. Otherwise you are simply wasting the chance of other candidate I would say. I think people like us, who have CRS below 470 should start looking alternatives. WHY???
1. If you observe draws from Oct 2nd till now, it can be seen that around 2500 candidates with CRS 470 and above enter into the pool every two weeks, CONSISTENTLY. Also, around 800 PNP candidates with CRS 600+ enter into the pool. So, the total of people with CRS 470 to 1200 every two weeks is around 3300. In my view, IRCC will conduct two draws every week with invitations ranging between 3300 to 3600 in 2020. That means only new candidates with 470+ will be selected. By the way, I am not even considering the growth trend in the pool. On August, only 1500 people with 470+ used to enter the pool, and in October it was 2500. What if around 3000 people with CRS 470 to 600 enter into the pool. That's scary.
2. In order for CRS to go down by 1 point each, IRCC has to conduct draws with at least 3600 invitations. Invitations of 3900 might take the cut-off down by 2 points, but this seems highly unlikely.
3. So guys, if there is no back to back draw this month, I bet CRS will never come below 470. Plus, the backlog of candidates with CRS 470 and below is steeply rising.
Please explore whatever option is left with you, and do it fast(DON'T WAIT). Just don't sit idle. I myself have CRS of 465 and with IELTS could improve to 474 with CLB 10 in all four modules, which is going to be extremely tough, and I'm not even talking about the pain of spending thousands of rupees to take IELTS. Let's be hopeful, and work our ass off to get the CRS above 470. Good luck guys!

Hang in there. The score would go down some time. No reason to be panic if you are at 470
You can apply in January after you complete 3 years. No issues.
You should meet the requirement at the time of submission not necessarily on the receipt of ITA
Really unfair to put Canada in there with US (or any other nation frankly speaking).
Canada is probably the only developed nation with the most transparent and straightforward immigration system. Short of coming to your home and handing you a PR invite they are doing everything else.
Of course the nation badly needs to increase its youth and tax paying population but that’s a different story.
Now I dont see any chance for people with score below 469. I worked so hard to reach 468 expecting ITA by end of this year. Spent so much money in education in canada worked everyday to get work experience.. to see this worst scenarios?. I feel like crying being here helpless except posting my comment . I dont even have enough time in my hand to go learn French. I gave all what I can. All my doors are almost closed. Only thing I can do is now to marry my girlfriend who has work permit to extend my stay. Not sure if it works out.
