You need to be 100% honest about your status in your application to Canada. As long as you are honest - then you can still be successful in getting PR. I have already received a provincial intent letter, but I don’t know where to disclose that I am in removal proceedings. I have no criminal record, my only offense was I was on a studen visa and it got terminated due to funding issues, but right now I am a practicing RN in the US, I got the proceedings letter in the mail yesterday.

There should be a section that asks you if you have ever been refused entry into any country or asked to leave. You should answer yes and include the details. Also, there is normally a section where you list your status history. You need to be honest here and state your status in the US as 'out of status'.
