Usually they will ask it. In my case they have asked it along with my RPRF fee.
You are right. It does not make sense, a week ago it was 23 months. Next week it would jump to 25 months!
It is nice that they decreased the processing time by one month. It was 23 and now it is 22 months.
I think that has happened because recently they gave DMs to many people who are still in their first year.
Even some 2019 applicants get their DMs. I saw a guy here who got DM in his 8th month or a guy without sending his PCC.
I am happy for them. I hope they don't give these early DMs to balance processing time. I hope this decrement will continue.
When I sent my files to IRCC in December 2018, processing time was increased from 17 to 18 months.
Besides, as I mentioned before, the federal quota levels will increase around %10 in 2020.
This may decrease the processing time to 20 months by itself.
Btw, I started to see the percentage of remaining estimated processing time, that's another thing that they've implemented.

Wow you are right !!! Very nice. Seems like they are catching up on the delay during the elections (Sep-Oct)
Just receive the good news today- Decision Made! I cant help but to scream out my happiness and the people was like- what happened????? Thank you Lord for all the blessings! Truly, there is blessing after the patience of waiting!!!

Lot of thanks! your words of encouragement really means a lot to me at this time. I waited for 20 months and I thought that I will maximize the 23 months after the disappointment and being impatient of the waiting time!!!

Lodge- april 2018
Aor- may 2018
Pre arrival services- oct 2018
Voluntary pcc in Canada- nov 2018
remedical done- aug 2, 2019- i had a medical as a student
All checks done- aug 29, 2019
Transfer to local VO and Ip2- sept 25, 2019
Then waited for three months- today dec 5, 2019- DM
