Hi I'm Elsie! Please I need help with my question, I want to know if is possible for me to invite my step mom to come visit me since she raised me, my dad and mom got divorced when I was 8yrs an now I'm in my 30s, she took care of me and did not allow me to missed my mom.

Ofcourse possible. You can pretty much invite any person closely related to you personally.
Having said that, your step mom case will be determined based on her profile as well

Each person's application is determined based on their own merits for ex. Home ties, past travel history, criminal history, financial health, etc.
You can provide an invitation but your mom's case will still be considered based on above factors
