Visa application to canada while being on visitor visa to uk

Hope you are doing well!

Can you please help me with my query below:
I am on a visitor visa in UK. I have an Indian passport and currently
staying in UK with my daughter. Duration of my visitor visa is for 6
months ie from 11th November 19 to May 2020, i have a return for India
for the same.

I have my blood sister and brother in law staying in Canada who are
citizen of Canada, now i wish to visit them for a week on their
invitation, Can i apply for Canadian tourist visa to visit them during
my UK visa period ? I can buy a return ticket also if needed so.
Please guide me in the above visa procedure

What type of ties are expected from a tourist? I am a retired government employee and my major tie my husband is in India plus i have owned house and monthly pension there. Moreover i am here in UK for six months only. Will you please guide me to how to apply for canada visa !!
