Does CIC send a message stating they have received the biometrics?

You will not receive new message, email notification.

Usually the status will updated on the same day.
Some took up to 2-3 days to updated under the profile.

I completed my biometrics on Oct. 25th (Last Friday) and I received a letter from VFS Global saying that "The envelope for the decision on the results of your visa that has been processed has been received at the Canadian Visa Application Center" and when I try to track my application on VFS Global, it says that my passport has been forwarded to Canada Visa Office but I have not submitted my passport yet. Very confused right now about what is going on.
