Refusal of Temporary Resident Visa

Please is there something I didn't get right? I stated the purpose of our visit as tourism as I applied with my husband.
I have been to Switzerland with my husband for our honeymoon in 2013 and we came back way before the visa expired. We applied to the U.S after our return from Switzerland, which they granted us a visa. I was Preggy which I told the US immigration at the point of entry and they stamped me for 1 month as against 6 months. US immigration advised I should 1st return to Nigeria after my visit and come back to the US if I will like to birth in the U.S but unfortunately, I fell a little ill and my Doctor confirmed I was not fit to fly hence I applied for extension which was granted.

We traveled afterwards (with my Husband and baby). My visa has been renewed twice and before my second birthing, I informed US immigration and they gave a go-ahead provided I pay all my medical bills which I did. Our visa has been renewed by the US after my second birthing.

I just came back from the U.S though I didn't travel with my family but I currently have a one valid US visa. During the application, among other documents submitted were the bio-data page of our two kids' passport who are US nationals. We're operating a private business here with strong assets base. I was surprised when I received there refusal message:

"I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit".

What could be their reason for this refusal? Is there any link with the U.S extension? Or is there something else?
Please advise.

Most likely you did not make a strong enough case as to why you want to visit and for your ties in your home country. Canada has a strange immigration system. You can order caips notes and see if there is a more detailed explanation www.caipsgcms.com

What is your REAL purpose in visiting Canada? I am not a visa officer, but to me you are not a real tourist.
Travel history is being checked by a visa officer for them to determine if an applicant overstayed in a country he/she visited and if the applicant is financially capable of travelling. You never overstayed in the US but the fact that you stayed there for more than a month just to give birth is not a "touristy act" which is visiting a place for pleasure. Not just once but twice. I'm sure IRCC saw this that is why you were refused a visa.

You can order for CAIPS notes for you to be able to see the notes of the visa officer and how he/she came up with the decision to refuse your visa application.

You hold a passport from a country from which Canada receives a large number of refugee claimants, you've given birth twice in the United States on a tourist visa that kept getting renewed, and you're wondering why you were denied a Canadian visa?

Thanks for your response. Thanks for the link but can non residents use the service(caipsgcms)? we own a very lucrative business here and we gave all the proof to back up. We gave proof of ownership for landed properties. I can't simply leave all because we want to come to Canada.

Thanks for your response. Our main purpose is just to visit. Please note I was granted extention of stay. I stated that on my second birthing I wrote a letter to them stating I will be birthing in the U S. Which they consented to stating it is not a problem as long as I paid my Bill's which I did. We also went on vacation too. Not just birthing. Maybe I should attach those documents? If I am next time? What do u think?

The likelihood of you being denied due to 2 instances of birth tourism plus the large volume of Nigerian people applying for asylum makes your risk of refusal very high. Do you have family in Canada? If not, there are lots of other places to visit in the world.

That's great for you. However, it has nothing on Canada's Visa approval process. Canada cannot approve a visa pending payment of bills, there is no legal provision for this.
