I read that they only ask for repayment only if u have an approved ARC. I guess we'll find out the answer in 4 more days. Ugggghhh, this can drive a person insane.
We are in same situation.. We applied visitor visa for my dad in august 11 2019 and they asked for ARC in 27th august and finally they asked for removal costs on 4th sep 2019.. We have paid all the fees and now waiting for passport request.

He was deported from Canada 40 years ago in 1979 for overstaying.

Good day all
I apply for an ARC under a sponsorship application form and my ARC was denied because I was deported from Canada 5 years ago and the reason was because my removal order was enforce that's why the embassy refused my ARC and also CBSA send me home with an ascot don't know why, anyway my question is in my case will i be able to win my appeal, and in Canada if you were deported and your husband is there so there no way you can go back to your husband, i want to find out is there someone that have the same case as mine who win his or her appeal can you please share it with me , and the embassy ask me to pay back the ticket money, rights of permanent residence fee and the ARC fee + the medicals that i used to renew every year and now they deny my ARC i hope that someone will help me with a good answer. Thank you

But what is the reason to apply for a ARC it sound like there is more to the story went immgartion send you home they put a ban on you so say if it is five year ban or ten year ban and your ban wasn’t up they will deny your ARC

Why were you escorted out ? When I worked at the airport, typically when someone was being made to leave the country, it happened three ways'

1- Passenger went to the Immigration office and gave their orders to the office saying they were in the airport and leaving, after plane left, immigration came to the counter to confirm passenger was ON the aircraft, and that the plane had LEFT
2- Passenger came to the counter checked in, the IRCC escorted them to the aircraft, waited for the aircraft to leave
3-Passenger came to the counter, checked in,I would be given the orders, the IRCC or other government escorts had tickets as well, they would be seated in predetermined seats on aircraft, and EVERYONE would leave on the aircraft TOGETHER. Sometimes it was both deportation and extradition (Deportation because they were here without authorization, extradition, wanted for a serious crime elsewhere)

Note, number # 3 was seen only rarely. These individuals tended to be high risk, and since I worked flights to the United States, the escorting individuals tended to be from the State where the individual was being sent too, as well as from the DOJ, and more than likely they were in chains/cuffs

So why were you escorted out ? You’d know why . Immigration doesn’t go to the expense of escorting out without very good reason

The reason is that i didn't show up to my removal on the date they ask me to leave Canada and i was detain for 3 months because the officer ask me to apply for PRRA when they arrest me so i was waiting for the feedback of the PRRA when they refused my PRRA is when they told me that i will go with the escort from Canada to my home country

You can appeal the decision at the federal court and see then ask them for the officer note on why he didn’t grant you your ARC then you can have a better idea why he refuses you
