Hey Chivinas, thank you for your quickly answer. I sent your answer to my friend and she said that you need to create the EE profile and inform that your're nominated by the province, but you don't receive 600 points. To receive the 600 points you should continue with the application by paper.Yo can apply for PR either on paper ot by express entry. If you do it by paper, it takes 18 months. If you do it by EE it takes 6 months. That's up to you.

I'm so confused because it makes no sense to me, being nominated, apply and inform to EE electronically and then continue by paper and wait 18 months.

It's confusing.... if you read the web page of IRCC says:It depends on how you get your nomination. If you applied for OINP under a non-Express Entry stream (Job Offer for example), the application is by paper and it takes 15-19 months: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/provincial-nominees/application-process.html
If you got the nomination under an Express Entry stream, then the applications is by EE
