Urgent Processing ... tough questions

Hi,
If an urgent processing applications is sent, does IRCC:

(1) Check the completeness of the application before determining if qualifies for Urgent Processing, so if the application is not complete it will be returned before checking if it qualifies for urgent processing or not?.

OR

(2) Is it checked about being qualified for Urgent Processing before completeness, so if it doesn't qualify it will be put in the queue for checking completeness like along with other applications?

I'm asking as if (1) is correct, the applications would be returned super fast and could be a real benefit for Urgent Processing applications, where if (2) is correct it will be returned so late.

All applications are checked for completeness first before at sydney CIO. If u marked ur envelope with instructions provided for urgent applications ur envelope will be opened within days of receiving it and if incomplete or missing something willbe sent back to u sooner as well. Remember non urgent applications stays in pile for couple of monnths before they are pulled date wise and checked for completeness.

Rest processing it urgently is at sole discretion of local processing office as they r the one to issue u test and oath invite so even if u get AOR super fast from sydney there is chance they will not treat it as urgent based on criteria ur provided and process it as normal at processing office

Yes, and think about it this way: they would need to ensure completeness of an application before seeing if it qualifies for urgent processing. So even if it was an urgent request, but missing the fee receipt, for example, they would have to return it before starting to process it. The applicant would then have to re-send the application.
