MIDI hasn't received my application yet. I just got the letter from Federal stating that I have to submit my undertaking to Quebec.

Only for Quebec Applicant different process. other province dont need to apply anything from local provincial govt.

I am waiting for CSQ but today I got PCC request from my Local Visa office

Good! so they don't just pause the application and wait or the CSQ, they advance in parallel

my PR Application was revert back from In Process to Appl received last week.
no one from Quebec get Medical or PCC till yesterday as per tracker.
LVO not suppose to process any application until CSQ issue.
I dont know how they work but this morning my parents got email for asking PCC and travel history.

I called them yesterday and there seems to be some confusion on their part, but she told me that she believes they do indeed advance in parallel - so the LVO doesn't need to wait for CSQ, but it depends on specific visa office.

Quebec only requires 1 year versus 3 years to qualify so you do end up waiting a lot less.
