CIMA Cert in Business Evaluation

I have a 3 years bachelor and CIMA's Certificate in Business Accounting. So questions are followings:

Will CIMA's Cert in Business Accounting be counted as Post Secondary Credentials?

2. Which one I should pick WES / IQAS or something else considering I want to get my Cert in Business Accounting of CIMA evaluated and heard WES/IQAS doesn't evaluate professional degrees

WES will evaluate CIMA Cert in Business Accounting positively. It is equivalent to One year college level certificate
