Can I report fraud marriage for Express Entry ?

I know a couple married together just to get PR in Express Entry. One of them paid the other to get PR along with the one who was paid. Is this considered as fraud marriage. Will CIC do anything for that if I report ?

As they said, fraud marriage is between a Canadian and a foreigner who is sponsored. But in this case both of them are not Canadian

Yes, this is fraud. You can report it.

Whether CIC investigates or not will be determined by what information and evidence you submit to prove the fraud.
