I received PAL on July 20, called cic today and the officer said they’re checking my second background. Anyone knows what that means?

It is most longest part. IRCC does not know when it starts, another organization is involved in this verification -CSIS, on average, the process can takes ~6-7 months. And is usually ready by the end of the application review process - at the 11 months, then DM => PRR (sometimes on the same day).
