You can but you must clearly explain the reason for this 10 years gap.

2nd application SDS on 19th July.
No further notice from Visa Office for medical and biometric.

I think the processing time depends greatly on where you are applying from, even if it is SDS.

For reference, I applied from Vietnam under SDS online on 29th of June. Did my biometrics on 3rd on July. Got approved on 19th of July. It only took 16 days in my case.

I recommend that you send a Webform or call them directly.

Sds time for Indian students is said to be 20 days. I just saw it again and it says 4 weeks which is 1 month.

Dude really hands down to your patience.
If it was in my hand. I would want my own application to get delayed so Visa Officer can take care of yours first.
You deserve it man. Hang in there watch some movies go out and party a bit. You will definitely get your visa soon enough. Don't lose hope.
