Do I need to provide a birth certificate to use EE?

Could anyone tell me whether I need to provide a birth certificate to use EE?

It is very difficult to get this certificate in my country, so I am wondering if it is mandatory for EE?

No need for Birth Certificate but some people get ADR (Additional Document Required) post AOR for a birth certificate.
