Thank you for sharingUmm. Not to worry you. After I picked my PCC, I got a certified translation of it. Then, I went to MOFA to get it attested (again). Next, went to USA consulate to get it notarized and finally mail it.
The pcc was partially in English but it says in the IRCC website it needs to notarized and translated because there is a foreign language on it.
My representative wanted to make sure I get it done. This entire thing with the PCC took close to a month
