Any reason why we need to hide this to US immigration, I might have same concern as my parents are in Canada.

Official IRCC response:

You should not travel to the U.S. if you’re only going to give biometrics. The U.S. border officials may not let you enter the country. Instead, you should go to a visa application centre (VAC) in any country

Yes you can.
Was your mother in Canada at time of submission of application?
Yes. She was in Canada when we submit the application. Her return ticket is in September but I have to do it within 30 days. Some people say there are only two offices that can take finger print in US one is in New York and the other is in LA. I am just not sure if the buffalo office works for it.

Hi,
Sponsor income requirements: Will sponsor has to meet or maintain income requirements for the current year 2019 as well and until the PR is granted to the applicant?
Any idea on this..

There are many application support centers (ASCs) in the United States where biometrics can be done. Look at the list.

Quoted from Guide 5772 - Application to Sponsor Parents and Grandparents

Do I have to maintain a minimum income during the processing of the application?
You and your co-signer, if applicable, must meet the amounts outlined in the Minimum Necessary Income for Parents and Grandparents Sponsorship (LICO +30%) from the date on which IRCC receives your sponsorship application until the day your family members become permanent residents of Canada.

Your income may be reassessed at any time during processing if new information indicates that you may no longer meet the minimum income requirements or if more than 12 months have passed between the dates on which we receive your application and when processing of the application begins.

Short and Simple answer is "Yes"
You HAVE to meet LICO till your parents application is done and they are in Canada.
