Its safe to assume your application is complete only when you are able to link to myCIC and see an official file number. Complete does not mean Approved. It only means the application as such is not missing any data. They can always request additional documents later in application stage but linking to myCIC ensures you have crossed the first hurdle.
Yes. That’s exactly true. Before receiving the file number nothing is approved.

Closest is USA if they can get a visa. If not Mexico.

I don't think they can request biometrics for people who are already here then, because they cannot assume these people have US visa or can go to Mexico. I think they are exempted for sure! And they wont ask them to send back home to give fingerprints.

Unfortunately you’re wrong. They have already asked a few members of this forum for biometrics to be done in another country despite the fact that the parents are here.

Hi,

I just got an email that my application is incomplete. Below is the reason.
IMM 5669 (for Dependent): The Schedule A (IMM 5669) is missing a handwritten signature. Although the current form states that an electronic signature is acceptable, due to legislation changes as of May 22nd, 2018, a handwritten signature is required for this form. I have to submit this for my both parents with in 30 calendar days.

For some reason, I got the same email, inspite of the fact, that I had provided handwritten signature earlier.

For those who have been requested the biometrics,their parents should be in their home country when they apply.They just came to canada after the application has been sent.So CIC deems that they are still in their countries base on how they filled their forms at the time of applying.

Indeed you are right. You cannot go to USA just for Biometrics. That doesn't make sense when the checklist itself said you are exempted if you are in Canada.
