Did your PPR email talk about sending to NY office? I don't know of a thread but my personal experience with that office for TRV took less than two weeks.
Yes, in the email I was informed that I would need to send passports and photos to the NY visa office.

Hello...My AOR is May 2018. EE FSW.....My applications has been put Status = On Hold since Non 2018, although Eligibilty, Med, Crim was passed, Info Sharing = complete.
Reason = Pending further review.
Primary office = Montreal Immigration.
Secondary office = Winnipeg IRCC

There have been cases in the past in Montreal where status was on hold. In all those cases it meant they were in comprehensive security screening. Not sure it's the same case with you but may be order cbsa notes to know for sure

Interesting, I wonder if most US based applicants go through Montreal. I know folks who live in US like us but got their stuff within 60 days, and yet here I am almost 7 months in with no sign of PPR.

PPR finally, no email though. AOR 6th dec. A message popped up in my CIC account with a link to a letter requesting us to send passports to New York. Surprised as I thought US folks are required to send directly to Canada.

Does anyone knows if New york vfs rejects photos as I have seen that to be a big problem due to nom availability of Canadian visa specific photos in US?

There have been a few cases where people have been asked to submit photos to NY VFS. Also, Montreal mostly sends request in the account and not in email.

You can definitely get Canadian specific photos as many of us before have done that. But yes, you may have to explore a little. Many have had luck with Walmart, CVS and Costco. You can also check for local photo studios who would be willing to give you photo in any specification you want and of course would be a little expensive.

I think the majority of people living in the US have their files reviewed in Ottawa. Ottawa is a lot faster for US based FSW Outland.

Agreed, not sure why we are going through Montreal. I don’t see a pattern either.

My kid is a US citizen so I'm assuming I don't need to send his passport as US comes under visa exemption country. Is that true? But I still need to send his photo? Can you please advise?

Yes photo but no passport. But I think copy of passport is needed.

Anyone with Visa exempt country needs to provide biographical page of the passport, I would have expected the letter to mention those details. I’m positive you need to send photos as well.
