I would like to see your reference for this please. They invited 26,000 people and there is no logic to keep 6,000 completed applications for processing towards next yr's quota.

If you re invited to apply - you are in first 20000 , Read the below from their website

"Once IRCC receives 27,000 submissions, the form will be taken offline. After IRCC has reviewed the submissions and removed duplicates, potential sponsors will be invited to submit a complete application in the order we received their submissions until we reach the 2019 cap of 20,000 complete applications – 4 times the number of applications accepted in 2015."

Yes but that was before the FIFO came on and the whole debacle after it. I believe it has changed. Because since then I have not heard anything about how the extra 7000 will be processed in the 2020 PGP. Certainly the way they are doing it now runs counter to their original plan.



instead they just invited everybody.

I still argue that CIC has not received 20k complete applications
 
Guys you are confusing two things here;

1- Yes CIC said they will invite 20,000 completed application after removing duplicates from the the online submission of the "Interest to sponsor form". But in reality CIC invited like 26,700 or something like that (confirmed via CIC website where all the invites can be seen and counted), instead of 20,000 only.

The quotes being referred above are for the form submission stage, NOT for application, that stage is over.

2- For everyone invited in 2019, they will process the application if it is received before Jun 28th 2019. This stage has nothing to do with step 1. Now CIC is going to process your application based on the order it was delivered to Ottawa visa office, not on the online form submission order.

Just think logically, if they have to process all the applications based on the online form submission instead of the date it was delivered, it would be too much extra work to find the applications and sort them out. Plus some people who had their application delivered on Apr 30th 2019 already have biometrics requests etc. So don't worry, everyone with an invitation will be processed and no need to panic.

I asked couple of questions to IRCC regarding biometrics, police clearence and medical. Sharing their responses below:

If you are in Canada and you receive a letter notifying you that you need to give biometrics, then you will have to leave Canada to do this. You shoul d not travel to the U.S. if you’re only going to give biometrics. The U.S. border officials may not let you enter the country. Instead, you should go to a visa application centre (VAC) in any country that you can legally enter, such as your home country.

You should wait until IRCC sends you a police certificate request with information on which countries you need police certificates for and certificate validity. Please wait for a response from IRCC.

You can choose a panel physician anywhere in the world, even in a different country from where you live: (link: http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=033&top=4) cic.gc.ca/english/helpce… Medical exam results are valid for 12 months only.

CIC absolutely never does this way therefore no one thinks this way. Simply. When Recipients (SCI, security guards,..) received your applications. It will be sorted in order to received dates. CIC officers just pick from oldest to newest arrivals ( sorted by first recipients) , check received dates and open your packages. For example Mr.John picked application A received on May 10 ( the oldest one when he came to sorted files at stored files area) he opened and check but for some reasons like complicated applications, more information needs to verify, John is new recruited employee or a week after he opened it he took 2 weeks vacation,...( I believe who opened it will be responsible for it until decision made unless some special exceptions) while Ms Lona picked an oldest received application on May 26,2019. The application was very basic with appropriate information, Ms Lona will decide it faster than Mr.John. So it makes sense if an application arrived late but got news earlier. The important is your application arrived on or by June 28,2019 and confirmed by couriers
