Guarantor did not answer passport office

Hi everyone. I applied the passport but when the passport office contact the guarantor, he did not answer and I can not contact him also. I came to the office to explain and suggested for the new application with other guarantor. But they refused and asked me to contact him to call the passport office. What must I do now (I contacted him but he did not answered me) ? Please give me an advise. Thank you so much
