Apply work permit at the port of entry

Hi,

I just got a positive LMIA recently. I'm currently outside of Canada. I understand that I have to do the biometrics in my country. When I tried to apply biometrics online. It showed that I have to apply for a work permit at the same time.

Can I apply biometrics online first and apply for a work permit at the port of entry?

You can only apply for a work permit at the port of entry if you are from a visa exempt country (i.e. don't require a TRV to come to Canada).

I don't need a TRV. When I called VFS today, they said I have to pay the fee online with a work permit application. They didn't know how to apply for a work permit at the port of entry.
