Form 5532 - Do you live in Canada now?

Hi, my situation is a little tricky so im not sure exactly how to answer this question on Form 5532, "Do you live in Canada now?"

Im filing this application for spouse sponsorship for my wife who currently resides outside of Canada.

I am a Canadian citizen, and its been about 5 years since i have moved to Detroit, US, for work under "TN visa". So I currently live in Detroit, however, my parents live in Toronto and I go to visit them quite often (weekly) and I also have always done my Canadian taxes in these 5 years using my permanent address in Toronto.
TN visa expires every 3 years so I am in Detroit only temporarily and will be going back to Toronto once my wife comes.

In this situation I am not sure if i should state on these spouse sponsorship forms that i am a resident of Canada or a resident of Detroit. what do you suggest?

You do not live in Canada (even if you travel weekly) so the answer to that would be no.

The answer NO also applies to Section B Question 2 of the Document Checklist 5533. You will have to show proof of your intention to return to Canada once your wife gets PR.

Who can become a sponsor
You can become a sponsor if you are:

• at least 18 years old
• a Canadian citizen, a person registered in Canada as an Indian under the Canadian Indian Act or a permanent resident living in Canada:
  • If you are a Canadian citizen living outside Canada, you must show that you plan to live in Canada when your sponsored relative(s) become(s) a permanent resident.
  • You can’t sponsor someone if you are a permanent resident living outside Canada.
• able to prove that you are not receiving social assistance for reasons other than a disability, and;
• can provide for the basic needs of any person you are sponsoring (and in some limited situations, that you meet the low-income cut-off).

Note: There is no low income cut-off (LICO) for spouse, partner or dependent child sponsorships, unless a dependent child also has one or more dependent children of their own. If a dependent child you are sponsoring has one or more dependent children of their own, you must include a Financial Evaluation (IMM 1283) form with your application (see your checklist for more details).

Would an explanation of plans suffice?
For example: Moving to Windsor, Canada and commuting to work everyday, once my wife comes to Canada.

Just an explanation wont do. These are a few.

1. Flight itinerary for tentative return date
2. Canadian bank account, property, etc.
   
3. Proof of job searches (emails with recruiters, history of internet search)
4. Proof of rental search
5. Letter from family/friends that are willing to host us after returning
6. Quotes for freight to Canada
7. Notice periods required for current work/apartment ("Include the steps that are needed to leave the place where you are residing currently - how many months in advance you need to give notice for your work, or for the place you are renting etc.")
8. Proof of discussion about return ("If you have been discussing coming back to Canada with family or friends, print out emails that show that.... etc! anything that proves that you have seriously started thinking about moving back")
9. Letter of intent to return ("We included a signed covering letter that went through the steps my partner, the sponsor, had taken and will take once my PR is in place. They included job search (emails and names of websites used), Canadian bank account, property, e-mails with family and friends discussing our move, etc.")
