It was mandatory to include her in your application even if she has no plans to come here. As long as you haven't been banned for misrepresentation, you can reapply.
 
I didn’t include her Bec of she wasn’t included in my application outside Canada. Yes I know it was a stupid mistake. How would I know if I’m banned?

Assuming that YOUR application has not been closed, you will need to add her to the application as "non-accompanying".

She will need to undergo a medical examination and background checks, just like any other dependent child.

Then, your PR application can be Completed. If, for any reason, your child is inadmissible to Canada (medical, for example), your PR application will be denied.

Was your application formally refused and closed, or did they defer it until you submit your daughter's information?
Everyone is assuming that it was denied but I am not so sure about that.

No. He said he can’t give me my PR that day until I submit my daughter’s information like birth certificate
