Bsc : Industrial Chemistry - 6.64 CGPA(2012 to 2015)
in 2015 tried student visa for Masters of Environment Science in USA, Refused

Msc : Environmental Science and Technology 6.64 CGPA(2016 to 2018)
motivated for GIS as it was subject in 2nd semester..so decided for special GIS course I decided to choose this course because after that I will get the skills and experience the techniques that can be used for Energy, Mining, Agriculture, Water Resources, Forestry and Natural Resources Exploration. (GIS technologist, natural resources explorer)
2018 May - IELTS preparation 2018 Aug - IELTS 6.0, 6.0, 6.0, 6.0

Offerlatter (SEP Intake) , 1. Bachelore of applied technology GIS (SAIT - Applied degree)

28 March 1st applied - 15 April refused with common other reasons

18 April 2nd time with justyfying earlier reasons - 26 April got refusal mail

OFFICER REVIEW: Applicant is applying for a degree in Geographic Information Systems. Applicants has a Masters in Environmental science and technology. Chosen program at similar level at such expense appears illogical or redundant in light of the PA's reported scholarly. On balance, the PA has failed satisfy me that the course of study is reasonable given the high cost of international study in Canada when weighed against the potential career/employment benefits, the local options available for similar studies, the PA's academic history, and personal circumstances. I am not satisfied that the PA would be a bona fide student Canada and would depart Canada at the end of the period authorized for stay. Refused

Any idea ? What was wrong to them? My course is totally ligical..and progressive , not available in india , also i made sop by myself , 1 page only

Since the degree requires a 2-years diploma to apply it can be considered similar to a masters or a post graduate course. A normal bachelor's course would consider 12th grade/std marks.

Your Ms. in Environmental science is similar to what you are going to study in Canada. You have not made a justification that satisfies the visa officer. What are the options available in India, why did you not go for them instead? What is the Unique selling point of the program in SAIT? The reasoning you have given is not really valid as there are many programs in India that specialize is GIS.

Had you done a bachelors and not done a masters then you would not have an issue, in that aspect @bongoman is right, although that is not the direct reason for your rejection.

So what you think , where is the problem? And what is the solution , how can i mention and make a strong SOP, to satisfy him that i want a international education exposure to explore myself

You need to make a justification of why the program in SAIT is better than the programs in India, why you want to pursue this degree after a bachelor's and a master's. Why you find the program in SAIT is better to the point that you are going to spend more money than what it would take to do a similar program in your home country. What is your plan to use this program in your home country, is it something accepted in the local industry, etc?

Just saying you want International exposure is not enough. You have to justify how that international exposure is going to help you in your career in the future.

I am not of this Industry so I am not that informed about the specifics of your program. However, I was able to dig this up in a few minutes and the visa officer would have done the same.

What is your plan to use this program in your home country, is it something accepted in the local industry, etc?

I feel that caips is most important thing for common reasons. If you want to see the sop and justify latter for both times I can show you.just in case you want a experience and can help me advice based on your knowledge

Sure, better to send the SOP by private message, I can take a look. However, I can just give general advice, as I am a commerce student and don't have that much knowledge in Science.

Bachelors is less than a Masters that is the issue, you are unlikely to get a visa with this program since this refusal is now on record. Unless you can spin some real magic in your SOP.
Probably sop can do something as i invested too much money in this course

agree caips are helpful to get more info on the refusal, that is a common reason to request the caips notes. please keep in mind now a days requesting these files can possibly take longer. normal time is 30 days but some time it can an additional 60 to 90 days. this is an issue which the government of canada is investigating , you can see recent news article on cbc about this ongoing issue https://www.cbc.ca/news/politics/access-to-information-post-coronavirus-1.5555376
