I got an email on March 16th saying my PR application has been completed and that a decision has been made and that I will be contacted for an appointment to finalize my application.

How long would it take to hear back from immigration to book an appointment?

You should call them to ask, it usually takes a month or less for some cities, but can take longer for others.
