INCOME REQUIREMENTS

Hi all
I got invitation to file application to sponsor my parents this year. I got married last year in 2018 but before that we were 3 members in family. So for income requirements should I have to meet 3 person requirement for 2016 & 2017 and 4 persons for 2018.
Or I have to show income needed for 4 persons for all 3 consecutive years (2016, 2017 & 2018).
My wife got het PR this year.

Last year was the first year that family number varied by year. We have no idea how they will count family size and if there will be a PGP2020. They were altering the program so impossible to tell what the requirements will be.
