Are they paying for flights, food , accommodation with some unrealistic salary / benefits ? How was the interview conducted ? What email addresses did they use to communicate with you and did they included any links to websites ? Are you expected to provide copies of your passport and other documentation to an agent whom you have to pay ?
Note that it seems a strange use of the word 'promulgated' in the context of an offer of employment but maybe I am reading too much into the definition of that word.
Many so called job offers in the gas/petroleum/steel industry to people outside Canada tend to be false especially given the current state of the industry but without a full copy of the letter difficult to say
Job Scope, Benefits and Terms
• Assist in material management and providing materials list for quotation and deliveries
• Work in close with process & maintenance team for plant operation activities
• Other duties and projects assigned by the operation manager
• Assist in manpower planning to individual sites and deploy workers
• Ensure safe, quality and work complete in time as scheduled
• Perform project coordination, workers time sheet and job reports

• Work hours - Mon - Fri 8.am to 5.pm or 12 hours equivalent manhours rotating shift.

6) Confidentiality
You must comply with the provisions of the company’s Policies and Procedures with respect to
confidentiality and the insider information in employee transactions, as amended from time to
time.
You must not transmit or remove any documents, disks or other property which belong to the
company or associated companies at any time without authorization, which includes emailing and
faxing. You must return to the company upon request in the event of you leaving our company.
You must also, if requested by the company, delete all confidential information held on computers
or disk where this is within your possession or control.
Salary
Your appointment is on monthly basic salary of CA$4100.00 to be paid to you in arrears at the
end of each calendar month. The payment of your monthly remuneration shall be subjected to
such required statutory and other permitted deductions.

3) Central Provident Fund
The company will make such contributions to the Central Provident Fund is respect of your
employment as required under the laws of Canadian Govt.
4) Personal Income Tax
You will be responsible for your own personal income taxes.
