You can't obtain a letter of acceptance if you do not apply to your desired program, meet the requirements, and offered admission. You cannot buy a LOA or get one without going through a proper admissions procedure. Check your desired program and see if you meet the admission and language requirements. If you do and if the deadline is not passed, apply then wait for an admissions decision.
