is it ok to land in Toronto and provide Halifax address for PR card and other paper work? Would it cause any problem if I provide a different province Address ? Not sure about rules and regulations there...any advise would help

Is it mandatory to land in Toronto if the COPR letter mentions Toronto? What if I land in Hallifax instead , would I be able to complete all PR formalities at that airport ?

Absolutely fine as long as you did not get PR through PNP. Federal Express Entry streams allow you to land anywhere in Canada, excluding Quebec.
