Yes. All you listed above applied to me and I recently got my BOWP approved on Jan 11th and also my PPR on March 11th. CEC with just 1 yr experience, IELTS clb 9, no LMIA, no job offer, no nomination with a PGWP expiring a little over 2 weeks after pr application.(AOR- oct 20, BOWP application- oct 23 and PGWP expired- nov 3 2018).
As long as you have applied and got an AOR, you can apply before your PGWP expires. Extension for BOWP was 1 yr from Jan 2019- Jan 2020. But your PPR should hopefully happen before the 1 yr expires

You got AOR oct-20 , Applied for BOWP on 23rd -oct and PGWP expires on Nov 3
That means you must-have got BOWP in just 11 days as if you don't than have; than After Nov 3 you are not allowed to stay in Canada.
But how come your BOWP approved period was Jan -11 '19 to Jan '20 , it must be from your date of expiry which was Nov 3.
Did you come back to your home country between Nov 3 to Jan 11.
If this than you may to ineligible for BOWP as it states You Must Be In Canada.
What you have done between November-3 to January-11? As it was a such a period where you don't have legal status to stay in Canada.
