What does Final Review Mean ?

Today, i went to my local MP office to see if they can get some information regarding my wife PR application. The agent in the phone said that all the requirement such as review of eligibility, medical, background has been completed and she passed all of them. futhermore, the agent said that her File is in line for FINAL REVIEW ? SO, WHAT DOES IT MEAN. what do they do in final review ?

THE AGENT ALSO ADDED THAT WE SHOULD HEAR SOMETHING BACK WITHIN A MONTH...

Maybe final review by lead officer who then makes the decision (DM).
